You can't charge tenants the expense if you upgrade the floor co

You can't charge tenants the full price of replacing the carpet (carpet to carpet).

All carpet has a life span, say 10 years.

If the old carpet was already 7 years old when the tenants moved out and the new carpet costs you $1000, you can only charge $300 to the tenants.

Similarly, you can't ask tenants to pay the full price of having the house repainted.
