First, rain water should not accumulate around your house.  That's why you have gutters and rain pipes to direct water AWAY from your foundation wall.

Second, window well is lined with a metal window well liner, the upper edge of which should be surrounded by porous material such as mulch or stone instead of compacted earth. 

Thirdly, you can purchase window well cover to keep the rain water out, but it won't keep the flood out.
