求教：租给section 8 租客5年，租客同意私下另付我每月$20。

最近被section 8 发现，认我私收租客钱违规，要罚我退还政府5年的租金，退还租客5年每月20元的钱，5年内不得租给section 8 的租客。请问，找律师与他们打官司的胜算有多大？
