It is the beginning of 1946.2

"Notwithstanding any other law, an owner of residentail real property, in which the tenant has occupied the residential property for 12 months or more, with or without a written lease, shall not terminate the lease without just cause, which shall be stated in the writen notice to terminate tenancy set for in Section 1946.1."

Civil Code, section 1946.1 is exclusively for month-to-month tenancy.
