再问city order 问题

地下室一个不承重的墙塌了，使热水系统不工作，租客和我们都找了城市检查，现好不容易找到公司下周来修，因为这次城市太多房屋损坏。城市检查后，说8日若修不好，房子必须vacant,修理工作必须22日开始，5月22日必须修好，城市要来检查。房客3月份起就没交房费了，我们若让他们8日走，用提供住处吗？看意思她们就想呆房里到房修好，市里会找我麻烦吗？谢谢回答。
