想问一下如何对付特别烦人的房客？

暖器11月初不工作了，我给了房客一个移动电暖器，同时积极找人去修。结果房客要面试工人，这个工人不满意那个工人不满意。最后要用他指定的。好吧用他指定的，结果指定的人说一个月之后才能来。我就问房客到底要不要修？好不容易找了一个房客勉强满意的工人。工人和我商量房客这么难搞，不如彻底换新的暖气。我想想也是，就花了几千大洋换了个新的。本来以为房客满意了。结果房客抱怨电费太高了，这个新暖气有问题。工人被他烦死了，检查了暖气没有问题。我还求着工人再去检查最后一遍。现在房客以这个为借口，今天还不付房租。根据合同，明天开始他需要付罚款，同时合同中很清楚他要负担电费。如何和这样的烦人房客斗争呢？
