求助！ 大佬们再帮我看看第二个electrician quote

全换panel, subpanel, 所有outlet and switch, upgrade to 220AMP, 总共$3500。

这个房子56岁，1000 sqft, 3/1结构SFH, electrician说换的话必须要bring to code, 220AMP is required by city code.

如果光是修理不换的话，大概在$1000-$1500之间，具体问题还没找到，需要挺长时间diagnose。

这个价格还算合理吧？是不是还是全换比较划算？
