小地主过节都难： 邻居把我的房子边上的玫瑰砍了，抹上水泥。

房客来电邮，邻居新修了块水泥地，然后把夹在我房子driveway和这块水泥边上一小条上的玫瑰，除了一棵全砍了，很cheap地抹上一层水泥。完全没通知我。咋办？
