又出现新问题了，section8 付不出security deposit?

我装修好的duplex, 急着出租。倒不是急着要租金，而是不签lease我们的DTI就有问题，后面两个房子refi做不了。

一边$1350，老墨，income不到要求，愿意付double deposit, 我们就同意了。另外一边少了个converted garage, 租$1250, 三周都没人要，有好多section 8说想租，但付不出$1250的security deposit，问可不可以减少security deposit.

我从来都没减过security deposit, 请教大家是否同意？如果同意减少security deposit, 但租金加到section 8 的Maximum，这样是否合法？
