车库改卧室的问题

一个独立房， 三室两卫， 现在租客想更大的， 4个房间的，要搬走， 没有找到合适的，问我能不能用车库作为卧室。各位地主有没有类似的经历？如果改装， 要不要许可？还有大致多少费用？车库自动门。有两步台阶， 水泥地， 状况良好。不知道有没有空调口子。
