Landlord's job is to provide habitable dwelling for a fee. 

Working door, lock, window, electricity, appliance, plumbing, are all part of habitable dwelling.

Garden umbrella?  Swimming pool?  Not part of habitable dwelling.  But it has to be safe, but don't need to be working. 

This is basics for a landlord to know.
