You can only sue your neighbor for loss if you can prove he is a private nuisance.

Usual neighborly quarrels (even if proven by video tape), hardly rise to the level of nuisance.  

It at least has to be ongoing and long lasting, just yelling at kids doesn't count, any lawyer would tell you that.
