zoning 问题的请教

在 county autitor webiste 的记录是2 dwelling. 但是lot 使用是R1而不是R2 是不是互相矛盾了。

问了city planer, 他完全是个猪 头。跟他解释了4， 5遍才懂。他是不是可以花几分钟查一下他的数据库就搞明白了，而不是每次回信都瞎说。

 

最后的回复说

If the site has two distinct dwellings instead of one dwelling that has an addition, and the second dwelling was legally estabished, the two family dwelling was legally nonconforming. If the second dwelling was not legally established, the i twould not be considered legally conforming. 

 

 

问题1： auditor website显示是2 buildings，但是房子实际上是连起来的，这不算two distinct dwellings?

问题2：auditor website显示是2 buildings, 那么是否足以证明 the second dwelling was legally estabished。
