flood insurance $706 a year, is it a big deal?

We are purchasing a duplex with the front yard partially on flood zone. We did elevation certificate, and found flood insurance premium is $706 annual. Is it a big issue for resale value or not?

The seller is willing to lower $5000 because of this.

Any comment is appreciated?
