1, 万一美国赖帐, did US borrow money from China? I think it is China that uses US's capital, am I right?

As a government or a country, you need to have a stable policy and keep your promise, when u need foreign capital, u set up rules for foreign capital to invest in China, u can't change your rules just for the sake of preventing withdraw capital from China. I know CCD changes its rules on Chinese people all the time, that works because Chinese people have no choice, I do not think foreign capital has nowhere to go but China.
