Houston has no problem with population growth and economic growt

Houston has no problem with population growth, and no problem with economic growth (even with crashing oil prices). The main problems  are:
1)     Abundant and cheap land
2)     Loose (or no) regulation – everybody can build a house in a few days. 
3)     Ridiculously high property tax.
