好区23万 vs 中等偏下区18.5万

1. 好区， 23万，2000sqf, 4b/2b, 一层，租金cover所有成本，打平，没有盈余，学区好10/10/8，离小学、中学近，白领为主；离高速2.5miles。这个小区的房子非常抢手，基本上出来一套，3天under contract, 多人抢。

2. 中等偏下区，18.5万，1582sqf, 3b/2b, 一层，租金cover所有成本后，每月盈余110元，学区5/9/7，离中学远，学区内有appartment。 该房子离高速0.8Mile。

都是在升值潜力相对缓慢的区域，估计今年增值3-5%。房子都还没有上市，该选择哪个？有何建议？谢谢！
