what is landlord's responsibility and what is tenant's responsibility. It should also have waivers by tenant to not sue landlord for something landlord is responsible. If her dog has disease, it's her issue, not landlord's issue. Human can catch disease too, they can't blame it to the house. Double check your lease, if your lease didn't specially say you will be reposnsible for pet's health condition, go tell her straightforwardly you are NOT responsible.

If I were you, I would NEVER allow pets in my house. Pets cause too much trouble and complicates the rental situation. I have been renting for a long time. I never found a problem renting my house in 1 month. I deny all smokers and pet owners.
