It is determined by market.
FED can only influence short term rate that has little to do with the mortgage rate.
FED will keep rate stable this year for their hands are tight up.
If you only have 4 weeks left to close, then shop the best rate you can find and lock it in. I doubt the mortgage rate will drop any time soon.
But you should ask around the mortgage companies to see what they see the trend.
FED has little ability to influence long bond rate.
