Never 拒绝住房申请者, only delay with excuses. Here is how:

Go check their credit, you are bound to find problems in there, for example, a possible bankrutcy filing in 2000, or unpaid bills in 2003, or, ..., politely call them and tell them about these problems. Say to them that these problems "may be entered into credit report by errors from the credit bureau". You want to suggest them to talk to the credit agencies to remove these blemishes. Of course, you knew they are not possible to remove them, but just say so, and blame the credit bureaus. In the end, say this: "If you can remove these problems, please contact me again, I will start to process your application again".

See, you never deny anyone. You always defer their application indefinitely. Once they realize it's too hard for them to overcome the problems, they will disappear.
