瓦，怎么还有房子在水下？

我的经纪刚打电话问，对刚上市的一个SFH有无兴趣。房主2004年45万买的，现在开价38万（人已搬去西海岸了）。咱们东岸房价一直涨，怎么还会有房子在水下这么多？不可思议。。。
