Who qualifys for this kind house?
Who determine the qualification?
Who enforce the distribution?
Who can guarantee there wont be bribary since market price of housing is much higher than those house?
In a 1.2 billion population country, how many those houses that government needs to build to satify the demand?
Of those houses, their low price is becuase low quality that wont stands for earthquake or because government subsidy that takes rich working class to compensate the poor rural class?

This really sounds like communist approach back in 1960's. People were lined up for the government houses that even fight with each other to get one.
Since you were saying left 中共 and right 中共, how come this is just like communist's old way doing things?
