You should try to improve your relationship with your boss. skip level when he is the one controls your site is a bad idea. If it is only because of the report being cc'd to his boss 1.5 years ago, it is not such a big deal. But if you keep thinking this way, it may affect your interaction with him. If I were you, I would open up a truthful dialogue with him and see if there is anything you can do to improve.
