You asked a valid question ......

There were three things helping them 做到步伐一致:
1) There are 标兵 along the roadside. Those 标兵 serves as markers for "when who needs to do what"
2) Everyone yells "一, 二" right after 领队的一嗓子"向右看" and then everyone starts 正步.
3) 领队 uses microphone -- this is mostly for being heard by the spectaculars and TV audience.

Among all the above, #2 is the most important one for 步伐一致 and #1 mostly helps the 领队.
