Use your eyes as references

One should see the difference with or w/o a good pair of sunglasses.

So, if you HAVE to take photo under such strong hard sun, put a sunglass on your lens. I would use a ND4 or ND8. When I was vacationing at Dominican, I alway have at least a Hoya pro1 ND4 on after 9 AM.
