300D is not as good 1Ds Mk II because 300D has lower pixel density. But XTi/400D has the highest pixel density among Canon DSLRs, so it has the most "reach".
Another example is the 1D Mk IIN. Although it is a 1.3 crop camera, but it has lower pixel density than 1Ds Mk II, so it has less "reach" than the 1Ds Mk II, and has about the same "reach" as the 5D.
1.6 crop is actually not the reason.
