I would go with 17-40mm, because that is a more useful zoom range for every day use. 17 mm should be wide enough for most situations. If you need a wider angle than what 17mm offers, you can always stich several photos together.

Now we have decided 17-40mm f/4 over 10-20, the next step is I would choose Sigma 18-50mm f/2.8 or Tamron's 17-50mm f/2.8 instead. They offer longer zoom ranges which will make them really useful for every day needs, larger apertures, plus at lower prices. And for Tamron's 17-50mm, the resolution is even better than Canon's 17-40mm.
