因为他是新警察. 简单计算就可以知道追近15公里不够.

假设国道限速100公里, 即使大家都遵守规矩开100公里(这年头不多见),警车不守规矩开150公里, 相对时速50公里(在"川流不息"的路上算很快了), 也需要开15公里才能追上.

因为警车只追了"近15公里"就停下来问其他司机了,所以这个新警察看不见肇事车辆.
