consider this:
Day1: The Bum is in Cellar 1 Police searched Cellar 2
Day 2: The bum moved to Cellar 2 and the Police searched Cellar 1.
Day 3: The bum moved back to Cellar 1 and police searched Cellar 2.

You get the picture. The condition of the problem is not clearly stated. So there is impossible to solve it.
