First, you need to address the dosage question. EPA, NSF and ADA all recognize the importance of floride dosage in drinking water and supplement, and also different source of exposure to floride. They made recommendation for communities of different drinking water sources. It is not one solution fits all.
Secondly, you cited a decision set forth in 1994, which is nearly two decades ago. Pediatric and dental standards advance very quickly. On one hand, you'd like to use ADA's decision to support your view, when it is against your personal belief, you just discredit them.
It is not necessary to cite or imply who and who has a doctoral degree. Most people on the forum are scientifically trained and they should be able to determine for themselves.
