questions about divorce from reading below post

I see people always say couple should agree who is going to save college tuition for kids, who carries the insurance and can't change the beneficary, who should asked for more than half of the property. My questions are:

If couple can't get the agreement above, Can law force any party to do so?
For contested divorce, it has to be by law,right?

by law father doesn't have to pay college cost and private school cost, right? but can judge force him to do so if mother ask for it?

If one party try hard to delay divorce and doesn't respond to his own attorney, what can another party do in order to move the case forward after the case already started?
