We did not know, and also LG did not have a car until two months ago, plus during the past two months, he was going back and forth CA and the east coast. I doubt that people have to have drivers license if he/she does not drive, in addition, I feel that 10-day time limit is a little unreasonable, I just read on line, sometime it takes more than a week to get an appt in order to take the test for the license (of course you can show up in person).
