请教各位法律专业人士，这段话怎么理解

“If supporting documents are not in English or French (for example, a birth certificate issued in another country) you must supply a photocopy of each original document, a translation and an affidavit from the person who completed the translation. Translation from family members are not acceptable.”

是给儿子办加拿大入籍，他出生在中国。我不知道是不是需要有专业资质的翻译机构翻译，手头有一份儿子办移民时候，国内的出生公证“Notarial Certificate of Birth”，管用吗？谢谢！
