Help about my lay off package

I got laid off recently, HR told me the standard package for my level is two weeks for one year service, however, my another coworker in the same group with same level and same service length who got laid off at the same round nicely told me her package is 3 weeks per year service,I called back HR to request explanation, HR firstly said that is impossible, everybody at my level got same compensation (2 weeks per year service ), after I told her I have evidence to prove that is not true, HR said they can not discuss other people's package with me, I told HR at least they should explain why, HR told me to talk to my layer if I have one, I was top performance employee every year BTW.

Can anybody tell me where I can complain ? I may not be able to get back money but take the loss, however I am wondering is there anyway by law to complain at least ?
