请问一下 restrain order 的法律意义

如果一个人被法庭 issue 了 restrain order，比如说离什么地方有多远，这个不应该是misdmeanor 了? 这个在移民或者找工作上算什么呢？我的理解是什么都不算，只要这个人不违反 restrain order, 没被逮捕过, 就和什么事都没有一样，对吗？

还有，restrain order 是法庭的一个正式文件，还是警察自己说说的也算？
