HOA 要罚款，合法吗？

买了新屋，就想换家具，图个新，看了一年，终于定了一家公司的产品，也帮父母兄弟姐妹多定了些，图个大折扣，运费也能省好多。放到自家的车库，慢慢调整。老家具也慢慢低价让出去。HOA 来信说，车子停在公共停车场是不可以的，打电话去解释临时情况，暂解。家里临时出点事，动作慢了点，半个月后，HOA 又来信，要罚款！ 看了看，平常公共停车位都是空的，也没影响到谁，觉的挺生气！

GGJJ,大家看看，这种情况，我该怎莫处理？交罚款好象觉得挺过分的。。。
