关于Dishnetwork合同

去年10月签了18个月的合同。签合同前dish发了一个$100的rebate form。说会在收到rebate申请后8-10周开始分10个月返还$100。2月份打电话询问情况，他们说1月14日收到了申请，在处理中。3月份打电话，说4月开始返还，4月份打电话，说5月开始返还，5月份打电话..............。本月初打电话又说下月开始。到现在为止8个月，没有拿到1分钱的rebate。请问这种状况是否算他们违约，我能不能提前终止18个月的合同？ 觉得这个公司太无赖了。
