MyLG in big trouble-punishment

For leaving baby to go restroom for 15 minutes, my hu*****and was punished :
1. $1000 fine plus court fee $126
2. 80 hours community services
3. 18 months probation
4. To attending a parenting class( of course , need to pay)

I am very angry about this result. These punishments seemingly want to destroy a person. who never has any criminal charges in the past and didn’t harm baby (was sleeping)at all. Even each of the above acts along already serious enough to warn people. But the judge said this was the lightest punishment he could give, the policewoman ( single mother for a very sick boy) who gave the ticket to my hu*****and suggested 6 month in jail and $5000 fine. I don’t know what is this law was established for? The purpose of this law want to protect baby, this is good. But from this case, I didn’t see any kindness inside. If government regard this matter so seriously, they shall educate new parents by disturbing some materials while newborn just arrival in hospital.

How your guys regard this matter? Shall we appeal? I also think talk to newspaper or write a letter to Senator. Can you give some suggestions?
