claim security deposit from senior apartment

老猫及法坛大侠们：
一对老年夫妻，原住 CA afordable senior apartment.2006 年10月初退房，房检全过，被公寓告知security deposit 将会寄往新址。一月后未收到，因不谙英语，数次托人查询公寓。至12月，称支票已用挂号信寄出。今天再次托人查询公寓，公寓称支票在office,让老夫妻自己去取。
请问，老夫妻可否要求公寓退赔双倍押金？
