Urgently: Should attorney charge me for my documents?

Old cat:

A few weeks ago you told me attorney should return all documents back to me after he withdraw the case. He hasn't returned to me after two weeks and told me the documents was at the outside storage. He asked me go to court to get the documents and it was cheaper. He even said I was lying for emergency. He is going to charge me for the service. He didn't give to me because I didn't ask.

He had to withdraw my case since the conflict interest on my case. he hate me a lot. He wrongly handled my case. I had paid him almost ten thousand. I have to spend money for another attorney to restart. Should I ask money from him?

Also regarding my documents, my questions are:

Should he charge me?
Should he return my documents by law?
Is there any reason I have to tell him I need my doucments?
Is there any URL I can refer about this? He is warning for the service charge, etc.
