hehe...I feel like that I have to squeeze information from you. You got to know that if you are talking to a lawyer in a firm now, you will be charged for the time spend on squeezing the info out of you..so, a kind reminder, be more straightforward with your lawyer than you are here (I understand that this is internet, and you don't want to reveal all the info.)

all right, on you question, if A collected the fee from the gov. agency under the pretence of B, A defrauded the gov. agency. Gov. agency still owes B. B can always sue the agency, which will join A in the lawsuit for sure.

So, there is something that does not add up here. And, you know the missing link. Honestly, without more info, an answer is hard to come up.
