Sigh...what should I say? First of all, having a local address is not going to help your chance much, unless the employer only considers local candidates(then again, if that's the case, sooner or later they'll find out you are not local and they'll definitely not consider you since you lied). Secondly, nowadays most employers will pull your credit report or do background check on you, so you cannot hide your real residence whatsoever. You can use a friend's address as a 'c/o' address, but sooner or later you'll have to tell the company your real address.
Lying is much worse than living outside the states so the company has to consider relocation expenses. The company can always offer you the job without relocation fee, if that's the best deal for them. Or if you are worth it, they will pay for relocation even if they didn't want to at the beginning.
Please always remember honesty will help you so much more. (of course, a LITTLE exaggeration on the resume or construct the resume in a certain way according to the position applied, is no big deal). :)
