It is true in NY. Police wouldn't help you until you get the housing court order. It is very hard to work through the court, because the tenants can postpone two times. Each one would be two months, that is why most time - 6 months to through them out. Most time, tenants didn't want to be through out, which will be hard to get another place if you report their name and ss# into landlord association (forgot the name).
One couple didn't paid two months rent by some dispute, then no any apartments rent to them late on - that was in news two three years ago.
The best way to deal with this is - keep good relationship with them - never fight. For any reasonable request, just do it. Then, give them the reasons, why you have to let they go. If they didn't out in one month give them more time. Anyway, be patient!!
Go to court would be the last choice. At that time, you need a housing lawyer - $1000/case. Which will covered by the tenants later on if you win the case + those months rent - most time, landlord would get back the money because, the tenants had nothing in bank. So go to court is loss & loss situation.
