请问：澳洲公民，想到美国工作，目前还．．．

没有JOB OFFER,不能申请H3工签吧?能不能先申请旅游签,到了后再找EMPLOYER境内转工签?能找移民公司买JOB OFFER吗?大概多少$$? 不是成心想玩猫腻．
