Question about the Lead paint disclosure and others

最近买了一个condo。其间故事层出不穷，很不爽。我用的是duel agent，可能就错在这里了。我看房觉得不错，就给个低于listing的价钱下单，因为condo在市场上3个月了。卖家不愿。我就打算算了，agent说他的buyer agent的commission就给我了。我就答应了。后来收到ESTOPPEL certificate说tenant没有security deposit，last month只付了三分之一。当时我没看懂这个文件。直到close以后，才懂这个ESTOPEPEL是什么。问tenant要8月的剩余房租，这也是lease上的最后一个月了。Tenant说付过了，出示文件是政府的什么program给付给seller的，文件写的清清楚楚。文件发给seller，问seller要8月的rent，也没多话给我了。tenant又问security deposit呢？卖家不认，说tenant没给。tenant也拿不出证据，我本来都要放弃了，想着我自掏腰包给tenant security deposit，请tenant 等lease到期走人。在最后一分钟我看那个Estoppe，看着这个没有tenant签字的文件，突然觉得这个文件tenant不可能签过字。问seller要签字的文件，seller马上说如数退security deposit。后来seller agent 又发给我lead paint disclosure，卖家有签字，日期是在closing 后。这个文件从开始到closing都没给我看过，要我waive the opportunity to conduct a risk assessment or inspection for the presence of lead-based paint and/or lead-based paint hazards. 另一个option是‘received a 10-day opportunity (or mutually agreed upon period) to conduct a risk assessment or inspection for the presence of lead-based paint and/or lead-based paint hazards“。这个卖家太可恶了，不想这么轻轻松松放过卖家，请问我能问他们要钱吗？在我们州法律明文要求在p&S之前disclose。其间seller多次说谎，算不算欺诈？

中间我一直没有之间和seller有直接对话，都是通过Attorney for closing的。谢谢老猫，柠檬和各位大侠！
