如果。

發出legal document的部門沒有法律責任確認他們發的document的正確性和合法性，我們幹嘛付錢給他們來得到一份legal document？我們自己在家DIY一份就好啦？我在家D I Y的還沒人可以改呢。怎樣得到一份document不是重點，重點是why is legal。
