第二个条件有两部分。

1. in the custody of any letter or mail carrier, 

2。before it has been delivered to the person

所以光是 ”before it has been delivered to the person“ 并不满足第二个条件。 必须”in the custody of mail carrier“ as well。

如果这两个condition之间用的是”or“，you are right。

condition之间的逗号=加号（+）。必须加号两边的condition同时meet才成立。
