其实没有什么分句不分句的那么复杂，看看原句，如果忽略这段插如句：but if none, before entering the crosswalk on the near side of the intersection or, if none, then before entering the intersection, 因为这其实就是讲的个怎么停，停在哪里。
那么原句就是：
A driver facing a steady circular red signal alone shall stop at a marked limit line and shall remain stopped until an indication to proceed is shown, except as provided in subdivision (b)

这么清楚，你必须在红灯面前停，并保持停住，直到有可行进的信号灯。要想行走，必须有下面(b)的情况，你还能挑个什么刺？
