从中国转钱来美国，怎么办？

我刚从中国结婚来美，我在国内有一些存款。把这些钱转到美国来，其中有哪些法律和政策问题要考虑？是否明年会作为收入而纳税？

怎样把人民币换成美元？在国内怎么换？汇到美国后再换是否划算？钱是否必须是从我自己在中国的账号寄到我自己美国的帐号？如果从父母在中国的帐号汇给我，以什么理由而不涉及缴税问题？中国方面对把钱汇出到海外有哪些规定？
