如果是你授权银行转到somewhere的，你肯定能要回来。

但我怀疑“the email from the bank about the new promation saving plan”是一个骗局，你授权给骗子把钱给转走了，如果这样，你恐怕只有报警处理了。我也经常收到各种类似的骗子email, 不明白你怎么这么容易就上当了。
